Criminal Contact Hierarchy
Starting as a criminal in the "Financial District" You will be prompted to Shif, Veronika Lee and Strega Bloodrose. These are your first three contact to max rank and move onto Javez, Suji, Seung Bloodrose, Bonita Benjamin and Grayson Fell. Next you will have to move onto completing the waterfront contacts to then unlock your top tier contacts afterwards.
If you start or move onto the "Waterfront District" You are prompted for Terri Quan, Britney Bloodrose, then onto Byron Bloodrose, Chiro, Lilith Bloodrose, Harmon Benjamin, Jeung Bloodrose, Tyron Sennet. After completing these contacts and the financial contacts. You will now unlock "Arlon Benjamin"(G-Kings) and "Michael Simeone"(Blood Roses)
Enforcer Contact Hierarchy
Starting as an enforcer in the "Financial District" You will be prompted to Ty Durrant and Violet Prentiss to then move onto Grissom, Mirri Kent, Darryl Kent, Saul Lanklater, Hea Choi, Kaspar Danko. After completing those you will have to do the waterfront contacts to eventually unlock the top tier contacts.
If you start or move onto the "Waterfront District" You are prompted to pledge to Chung Hee and Eva Orlandez, to then move to Stu Phoenix, Sabbat, Miguel Estebano, Akiko X, Chiza, Byeong. Finally, you should now have unlocked "Orlenz Moretti"<Prentiss Tigers> (Located in Waterfront) and "Justin Teng"<Praetorian> (Located in Financial)
